2) The second White Paper analyzes aspects of customary justice and proposes a comprehensive approach for engaging customary justice systems in a constructive manner that maximizes needed reform while strengthening positive attributes. (October 2011)

3) The third White Paper analyzes the importance of legal identity, the barriers to achieving it, and finally recommends several reforms for donor-funded projects in order to increase access to legal identity. You can also find this document under the new category, Identity and Legal Empowerment.
